Role Purpose
The Program Analyst for European Integration and Regional Cooperation is a skilled professional with a strong understanding of EU integration processes, regional dynamics, and cooperation frameworks in the Western Balkans. In this role, you will lead and support OSF-WB initiatives that advance regional economic cooperation and strengthen regional agency in key European spaces and priorities.
The Program Analyst is expected to work collaboratively, demonstrate expertise in project management and advocacy, and drive strategies that support sustainable progress in the region.
Key Responsibilities
As Program Analyst, you will:
- Develop thematic analyses using data from a wide range of sources, identifying potential impacts on relevant programs, projects, or activities.
- Engage with various stakeholders to exchange information and promote actions aligned with OSF-WB’s interests. This includes participating in dialogues, offering insights, and building relationships with external parties, including grantees, partners, and other relevant stakeholders, in coordination with the Team Leader and other programmatic staff.
- Lead project management efforts, contributing to the design of programmatic and cross-programmatic projects.
- Conduct research on a range of topics within a defined area, providing informed recommendations to senior management.
- Oversee the development and delivery of research across a broader portfolio, making recommendations to senior management that align with strategic objectives.
- Support the design, management, and assessment of portfolios, collaborating with colleagues on portfolio strategy design and broader program strategies.
- Collaborate with colleagues to exchange information and advance issues or projects for which you are responsible, and support issues or projects led by colleagues. This includes proposing ideas, offering alternatives, and fostering relationships with colleagues to enhance communication and collaboration.
- Lead program development and implementation efforts across projects, contributing to cross-programmatic initiatives that support regional economic cooperation and political integration.
- Collaborate with OSF-WB partners, grantees, and regional stakeholders, coordinating efforts to promote dialogue and foster alignment with EU policies.
- Oversee and manage project design, budgeting, and execution, ensuring alignment with OSF-WB’s goals and contributing to sustainable, scalable program outcomes.
- Advance OSF-WB’s regional agenda by identifying synergies within European integration and regional cooperation initiatives, creating a cohesive program approach.
Key Internal Relationships
The Program Analyst works closely with the Team Leader, Program Manager, and operations team and engages directly with senior management.
Key External Relationships
This role involves interactions with EU institutions, regional government bodies, think tanks, international organizations, regional and national officials, and other strategic partners.
Functional Competencies
- Undergraduate or postgraduate degree in social sciences, international relations, European studies, law, or a related field.
- Expertise in EU integration, regional cooperation frameworks, and knowledge of Western Balkans' socio-political landscapes.
- Minimum of 3 years of professional experience in nonprofit, public sector, or international development, preferably within regional or international organizations.
- Proven experience in program and project management, including budgeting, resource allocation, and team coordination.
- Strong analytical, research, and writing skills, with a proactive approach to problem-solving.
