Our project strengthens Montenegro’s transport sector by enhancing institutional capacity, aligning national legislation with EU transport acquis, and advancing the preparation and implementation of priority transport projects.
The initiative focuses on improving strategic planning, legal harmonization in areas like road safety and maritime transport and developing priority infrastructure projects to a mature stage. These efforts contribute to creating a more efficient, sustainable, and EU-compliant transport system in Montenegro.
Assignment:
Development of the National Policy Framework (NPF) in line with Article 14 of the AFIR Regulation
Location: Home-based with occasional field missions to Podgorica
Duration: Approximately 170 working days over 12 months

We are seeking a highly qualified
Task Leader / Alternative Fuel Infrastructure (AFI) Senior Expert to lead the development of the National Policy Framework (NPF) in full compliance with Article 14 of the AFIR Regulation. The NPF will guide Montenegro's alternative fuel infrastructure development and must incorporate both mandatory and optional elements defined by AFIR, along with key national considerations.
The expert will oversee all phases of NPF preparation—from assessment and analysis to drafting and final delivery—ensuring technical rigor, stakeholder engagement, and compliance with both EU and national standards.
Key Responsibilities:
- Assessment of the Existing Situation (Deliverable 3.1):
- Collect, analyze, and evaluate existing data related to alternative fuel infrastructure.
- Perform a gap analysis comparing the current situation with AFIR objectives.
- Manage data limitations proactively and ensure timely progress despite any data challenges.2. Gap Assessment and Drafting the NPF (Deliverable 3.2):
- Identify gaps between current infrastructure and future targets.
- Propose measures to address these gaps using a Multi-Criteria Analysis (MCA) methodology (to be agreed with stakeholders by Month 5).
- Compare and prioritize proposed measures using MCA outcomes.
- Preparation of the NPF (Deliverable 3.3):
- Draft the NPF for stakeholder consultation, ensuring clarity, completeness, and policy relevance.
- Incorporate stakeholder feedback and finalize the NPF for submission within 52 weeks of project commencement.
- Deliver the NPF in both English and Montenegrin (pdf, editable files, and 10 hard copies in each language).
- Finalization and Submission of Other Deliverables (Deliverable 3.4):
- Ensure all other project deliverables are prepared in both English and Montenegrin.
- Submit all revisions in digital format (pdf + editable files) and a minimum of 5 hard copies in each language.
Qualifications and Experience:
Required:
- Minimum 10 years of overall post-graduate professional experience.
- At least 7 years of experience in the field of alternative fuel infrastructure, including:
- Development of national policies and/or strategies (e.g., National Policy Frameworks).
- Deployment of clean mobility solutions.
Mandatory Expertise:
- Proven involvement in the deployment of electromobility infrastructure.
- Experience with at least one additional alternative fuel (e.g., hydrogen or other relevant technologies) infrastructure development.
Additional Information:
- Most tasks can be completed remotely. However, several missions to Podgorica may be required during the project duration.
- A collaborative and proactive approach to working with stakeholders is essential.
- Ability to manage complex data inputs and deliver high-quality strategic documents within deadlines.
