Senior Legal / Regulatory Reform Expert
NTU International is preparing a proposal for the EU-funded project “EU Assistance for the Uzbekistan AgriFood Development Strategy 2020–2030”, which aims to support the Government of Uzbekistan in the implementation of a sustainable, market-oriented, inclusive and climate-smart agri-food system. The project focuses on strengthening policy and regulatory frameworks, institutional capacities, and public sector governance in support of the Agri-Food Development Strategy 2020–2030.
The Technical Assistance will support legal and regulatory reforms related to food safety, land use rights, agricultural subsidies, environmental sustainability, agricultural insurance, and institutional modernisation in the agri-food sector.
NTU International is seeking a Senior Legal / Regulatory Reform Expert to support legal approximation, regulatory reform, and institutional governance initiatives related to Uzbekistan’s agri-food sector reforms.
Key Responsibilities
- Support the review, drafting, and reform of agri-food sector legislation, regulations, and institutional frameworks;
- Provide technical assistance on food safety legislation, land use rights, agricultural subsidy regulations, and agricultural financing frameworks;
- Support regulatory impact assessments, comparative legal analyses, and legal harmonisation initiatives;
- Advise public institutions on legal and regulatory reforms related to market-oriented agriculture and sustainable rural development;
- Support development of regulatory frameworks aligned with international standards and best practices, including SPS and food safety requirements;
- Contribute to preparation of legal analyses, policy recommendations, institutional reviews, and reform roadmaps;
- Support stakeholder consultations, public-private dialogue, and inter-institutional coordination processes;
- Advise on governance arrangements, compliance systems, and institutional mandates related to agri-food sector reform;
- Deliver workshops, technical training, and capacity-building activities related to legal and regulatory reforms;
- Contribute to monitoring, reporting, and analytical outputs related to regulatory reform initiatives and policy implementation.
Education
- Master’s degree in law, agricultural law, public policy, governance, international trade law, or another relevant field.
General Professional Experience
- Minimum 10 years of professional experience in legal reform, regulatory advisory services, public sector governance, or institutional reform;
- Proven experience working on agricultural, rural development, or public administration reform projects in developing or transition economies;
- Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience
- Minimum 7 years of experience in legal drafting, regulatory reform, or institutional governance related to agriculture, food systems, or rural development;
- Demonstrated experience with regulatory impact assessment, legislative review, or legal harmonisation processes;
- Experience related to food safety legislation, land management, agricultural subsidies, SPS frameworks, or agricultural insurance systems is considered an advantage;
- Experience supporting projects financed by the EU, World Bank, IFAD, FAO, ADB, or other international financial institutions is considered a strong asset;
- Experience working with Ministries, regulatory agencies, or parliamentary/legal institutions is considered an advantage;
- Experience in Central Asia, Eastern Europe, or post-Soviet countries is considered an asset.
Languages
- English (C1 mandatory);
- Working knowledge of Russian is considered a strong asset.
