Senior Public Administration Reform Expert
NTU International is preparing a proposal for the EU-funded project “EU Assistance for the Uzbekistan AgriFood Development Strategy 2020–2030”, which aims to support the Government of Uzbekistan in the implementation of a sustainable, market-oriented, inclusive and climate-smart agri-food system. The project focuses on strengthening policy and regulatory frameworks, institutional capacities, and public sector governance in support of the Agri-Food Development Strategy 2020–2030.
The Technical Assistance will support institutional modernisation, programme-based budgeting, public sector governance reforms, and strengthening of administrative capacities within the Ministry of Agriculture and related institutions in Uzbekistan.
NTU International is seeking a Senior Public Administration Reform Expert to support institutional reform, governance modernisation, and public administration strengthening initiatives in the agri-food sector.
Key Responsibilities
- Support institutional reform and public administration modernisation initiatives within the agri-food sector;
- Conduct institutional assessments, functional reviews, and governance analyses of public sector institutions and agencies;
- Provide technical assistance on programme-based budgeting, organisational restructuring, and institutional performance systems;
- Support development of governance frameworks, operational procedures, and administrative reform strategies;
- Advise the Ministry of Agriculture and related institutions on public sector modernisation, workforce planning, and institutional coordination;
- Support reform initiatives related to public service delivery, agricultural extension systems, and institutional capacity development;
- Contribute to preparation of institutional analyses, governance assessments, reform roadmaps, and policy recommendations;
- Support stakeholder consultations, coordination mechanisms, and institutional dialogue processes;
- Deliver workshops, training sessions, and capacity-building activities related to governance reform and public administration systems;
- Contribute to monitoring, reporting, and evaluation of institutional reform and governance initiatives.
Education
- Master’s degree in public administration, governance, economics, institutional development, public policy, or another relevant field.
General Professional Experience
- Minimum 10 years of professional experience in public administration reform, institutional development, governance advisory services, or public sector modernisation;
- Proven experience working on governance, institutional reform, or development projects in developing or transition economies;
- Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience
- Minimum 7 years of experience in institutional reform, public administration modernisation, or governance strengthening initiatives;
- Demonstrated experience with programme-based budgeting, organisational reform, institutional assessments, or public sector capacity development;
- Experience related to agriculture, rural development, food systems, or natural resource governance is considered an advantage;
- Experience supporting projects financed by the EU, World Bank, ADB, IFAD, UN agencies, or other international financial institutions is considered a strong asset;
- Experience working with Ministries, public administrations, or reform-oriented government institutions is considered an advantage;
- Experience in Central Asia, Eastern Europe, or post-Soviet countries is considered an asset.
Languages
- English (C1 mandatory);
- Working knowledge of Russian is considered a strong asset.
