For Project: Technical assistance for capacity building and improved legal harmonization, performance and efficiency within the transport sector in Montenegro
Our project strengthens Montenegro’s transport sector by enhancing institutional capacity, aligning national legislation with EU transport acquis, and advancing the preparation and implementation of priority transport projects.
The
overall objective (Impact) to which this action contributes is:
Capacity building, improved legal harmonization with the EU transport acquis and increased performance and efficiency within the transport system.
The
specific objectives (Outcomes) of this contract are as follows:
- Outcome 1: Increased management capacity, performance and efficiency of institutions involved with transport policy implementation;
- Outcome 2: National legislation aligned with EU acquis for transport;
- Outcome 3: Improved preparation and implementation of priority transport projects

Key expert 1: Team Leader (Replacement)
The key expert 1 (Team Leader) will perform day-to-day contract management of the project as a whole, ensuring synergy of all its components, activities and stakeholders. He/She will be responsible for management and adequate coordination of all activities foreseen in these ToRs, supervising and reporting to the Contracting Authority and to the beneficiary, as well as caring for quality assurance of the project. The Team Leader will also have the responsibility for efficient use of the project budget and good communication with all key stakeholders of the project. The Team Leader is also expected to provide own substantive assistance in regard to the scope of work for the Component 1 for Outcome 1: Support to increased management capacity of institutions involved with transport policy implementation
Qualifications And Skills
- University degree (where a degree has been awarded on completion of four years study in a University or equivalent institution) or, in its absence, at least 4 years of additional experience on top of that indicated under the first bullet point of the Specific professional experience below;
- Proficient knowledge of English;
- Knowledge of local language will be considered as an asset.
General professional experience
- Post-graduate professional experience of at least 10 years in at least one or more thematic areas pertaining to Component 1 of these Terms of Reference (i.e. project programming and/or implementation, project management, public policy implementation, capacity building in relation to public administration reforms, public expenditure and procurement, public investment/asset management and ESIF and Pre-accession funds management);
Specific professional experience
- At least 3 years professional experience in capacity building and human resources development for EU candidate countries or member states administration structures. Experience in transport- or clean energy sector- capacity building will be considered as an asset;
- At least 2 years’ experience in institutional set-up, programming, implementation and/or monitoring of European Structural and Investment Funds (ESIF);
- Experience in a management position involving leading of a team of experts under at least two technical assistance projects for EU candidate countries or member states administration structures.
Starting date: ASAP
End of the project: February 2028
Input: Part-time: approx. 279 working days, 10-15 days per month
Location: The normal place of posting for the experts is in
Podgorica, Montenegro.
Certain activities under the contract will require occasional visits to locations (mostly in Montenegro) outside of Podgorica.
