For Project: Montenegro—Capacity Building and Improved Legal Harmonization, Performance and Efficiency within the Transport Sector
Our project strengthens Montenegro’s transport sector by enhancing institutional capacity, aligning national legislation with EU transport acquis, and advancing the preparation and implementation of priority transport projects.
The initiative focuses on improving strategic planning, legal harmonization in areas like road safety and maritime transport and developing priority infrastructure projects to a mature stage. These efforts contribute to creating a more efficient, sustainable, and EU-compliant transport system in Montenegro.
DAI is looking to recruit a SNKE on Connecting Europe Facility (CEF) capacity building and organizational development for establishing a suitable EU funds management structure
Objectives of the Assignment:
Overall objective:
The overall objective of the project is contributing to capacity building,
improved legal harmonization with the EU transport acquis and increased performance and efficiency within the transport system in Montenegro.
Specific objectives:
Complementary to the project activities under Task 1.3 (institutional setup to ESIF project management), the specific objective under this short-term assignment is:
- Objective 1: Providing horizontal support to main Beneficiaries Ministry of Transport and Ministry of Maritime Affairs, and to Ministry of Energy and Mining for Connecting Europe Facility (CEF) capacity building and institutional development, by preparing and supporting the adoption of a Roadmap/Action Plan for strengthening institutional and administrative capacities in line with the requirements of Chapter 21 – Trans-European Networks, with a focus on participation in the Connecting Europe Facility (CEF) covering the area of transport in the following aspects: review of the existing training needs analysis (identifying additional qualifications or specific training programmes) in line with CEF requirements covering aspects such as management, project preparation and subsequent training plans for staff or relevant institution dealing with CEF. The Roadmap / Action Plan should also include clear monitoring and implementation mechanism and must be developed in accordance with the existing Methodology for Developing Administrative Capacity Building Roadmap, identifying key measures, responsible institutions, timelines and indicators to ensure effective implementation and monitoring.
Expected Outputs:
The expected outputs include:
- Output 1 to Objective 1: Roadmap/Action Plan developed for strengthening institutional and administrative capacities under Chapter 21 - Trans-European Network, with a focus on participation in the Connecting Europe Facilities (CEF), including a clear monitoring and implementation mechanism, by 20 October 2025.
- Output 2 to Objective 1: Training Needs Analysis updated in line with CEF requirements, covering aspects such as management, project preparation and identification of required qualifications and specific training programmes.
- Output 3 to Objective 1: Training Plan developed based on the updated Training Needs Analysis.
Scope of Work:
The general scope of work under this assignment is providing expertise to the implementation of Component 1 ‘Support to increased management capacity of institutions involved with transport policy implementation’ of the project, delivering activities to reach the specific objective (providing to main Beneficiaries Ministry of Transport and Ministry of Maritime Affairs, and to Ministry of Energy and Mining for Connecting Europe Facility (CEF) capacity building and institutional development) according to the project’s Work Plan.
Specific work
The SNKE will have the following tasks under this assignment:
- Developing a Roadmap/Action Plan for strengthening institutional and administrative capacities under Chapter 21 - Trans-European Network, with a focus on participation in the Connecting Europe Facilities (CEF), including a clear monitoring and implementation mechanism, ensuring that the Roadmap/Action Plan is developed in accordance with the existing Methodology for Developing Administrative Capacity Building Roadmap, and identifying key measures, responsible institutions, timelines and indicators to ensure effective implementation and monitoring, by 20 October 2025.
- Reviewing and updating the existing Training Needs Analysis in line with CEF requirements covering aspects such as management, project preparation and subsequent training plans for staff or relevant institution dealing with CEF, including identification of required qualifications and specific training programmes.
- Developing a Training Plan based on the updated Training Needs Analysis.
Execution of all the above defined tasks must be coordinated with the ongoing activities supporting the setup of administrative structures for future ESIF implementation.
Any changes made to the specific provisions of the ToR of the project and the Contractor's offer regarding the performance of the above tasks shall be subject to agreement with the KE1/Team Leader, Contractor and project Beneficiaries. The expert cannot propose or accept any changes or make any changes to project activities without the prior approval of KE1/Team Leader.
Required Qualifications and Experience:
- Qualification: University degree (where a university degree has been awarded on completion of five years of study in a university or equivalent institution) or 10 years of experience in the fields relevant to this assignment, in addition to those required under general professional experience (required)
- General professional experience: Minimum 5 years of experience in institutional development or capacity building related to Connecting Europe Facilities (required)
- Specific professional experience
- Experience with capacity building activities (required)
- Experience with institutional development of public bodies (preferred)
- Language skills:
- Good knowledge of the English language (required)
- Knowledge of Montenegrin/Croatian/Serbian language (preferred)
- Additional assets: Computer literacy, incl. MS Office applications (preferred)

Start date: The implementation of this activity should start as soon as possible, upon approval by the EUD.
