For Project: Montenegro—Capacity Building and Improved Legal Harmonization, Performance and Efficiency within the Transport Sector
Our project strengthens Montenegro’s transport sector by enhancing institutional capacity, aligning national legislation with EU transport acquis, and advancing the preparation and implementation of priority transport projects.
The initiative focuses on improving strategic planning, legal harmonization in areas like road safety and maritime transport and developing priority infrastructure projects to a mature stage. These efforts contribute to creating a more efficient, sustainable, and EU-compliant transport system in Montenegro.
DAI is looking to recruit a Junior Legal Non-Key Expert supporting implementation of Next Generation 2025-2027 Action Plans under the Transport Community Treaty
Background:
As a signatory to the Transport Community Treaty (TCT) since 2017, Montenegro is committed to implementing the latest measures outlined in the Next Generation Action Plans 2025–2027 for the Western Balkans. These measures align with the EU Acquis and aim to improve transport connectivity and legislative harmonization. Montenegro is currently in an intensive phase of aligning its legislation with the EU transport Acquis, with the goal of closing Chapters 14 and 21 by the end of 2026. The Junior Legal NKE will play a key role in facilitating the implementation and monitoring of these TCT Action Plans, in synergy with the ongoing legislative alignment process.
Objectives of the Assignment:
Overall objective:
Provide steady and continuous support to MoT (Ministry of Transport), MoMA (Ministry of Maritime Affairs), TCT (Transport Community Treaty) Technical Committees and KE2 in organizing, streamlining, and supporting activities for completion of measures across all transport modes and horizontal areas under the Next Generation TCT Action Plan 2025–2027.
Specific objectives:
- Assist MoT and MoMA in monitoring and data gathering related to ongoing activities under the TCT Action Plan
- Support TCT Technical Committee members on reporting activities on an ad-hoc basis
- Facilitate liaison between MoT, MoMA, Technical Committees, and KE2 in implementing Component 2 Task 2.2
- Support coordination of efforts in implementing the Next Generation 2025–2027 TCT Action Plan measures
Expected Outputs:
- Comprehensive and time-efficient support to MoT and MoMA officials in implementing the Action Plan
- Assistance with creating work plans, benchmarks, and performance targets
- Support to MoT, MoMA, and KE2 across all three components of the MNE TA Transport Project
- Up-to-date data organization and reporting support for Task 2.2 deliverables
Scope of Work:
The JNKE will work under the guidance of KE2 and in close cooperation with MoT and MoMA to:
- Identify and organize data related to TCT Action Plan measures, including creation and updates of roadmaps
- Report monthly on activities related to Road Transport, Road Safety, Railways, Waterborne/Multimodality, and Social Issues/Passenger Rights
- Assist in preparing reports for TCS and the TA MNE Transport Project
- Update MoT and MoMA progress dashboards
- Facilitate daily communication between institutions involved in implementation
- Draft reports, technical dossiers, and other documents on progress under the Action Plan
- Support TCT Technical Committee members with presentations and documentation as needed
Required Qualifications and Experience:
- University degree in law, public administration, or related field
- At least 3 to 5 years of relevant experience in providing support to public administration, working on EU-funded initiatives, or equivalent professional background.
- Good understanding of the EU transport legislation (Acquis) and the institutional framework of the Transport Community Treaty.
- Strong organizational and coordination skills
- Excellent written and verbal communication skills in English; knowledge of Montenegrin/Serbian is an asset
