About The role
Adam Smith International acting in its capacity as the Management Agent for the UK-funded Public Finance Resource Centre, is seeking experienced legal experts with a strong background in drafting tax law for an upcoming intervention in Montenegro. The consultancy will be conducted by a small team, which will need to include at least one individual who is able to speak and write fluently in Serbo-Croatian or Montenegrin. The consultancy will focus on: (1) legislative drafting for new excise, VAT and minimum global tax laws, compliant with requirements reflecting Montenegro’s EU accession process; and (2) scoping for potential /future support to tax reform in in Montenegro.
The experts should be able to work in Montenegro for a period of six weeks.
ASI will select preferred candidates based on how well their experience aligns with the criteria and the competitiveness of their expected fee rates.
General professional experience
- A postgraduate degree in law, economics, PFM, governance, and/or another relevant field
- Significant and proven PFM and tax experience with a particular focus on drafting tax laws
- Experience working on donor funded programmes at a senior level including direction and management of technical assistance. EU experience is an advantage, but not essential.
- Experience working in the Balkan region is highly desirable.
- Deep situational awareness and stakeholder engagement in Montenegro.
- Excellent leadership, team management, interpersonal, facilitation and networking skills,
- Excellent communication skills in written and spoken English (essential) and Serbo-Croat (desired)
- Proven ability to draft high-quality reports and communication notes.
