For the purpose of implementation of the contract Support to the Government of Montenegro in communicating EU accession and EU assistance in Montenegro - EU4ME, Ecorys is looking for the following non-key expert profile.

Non-key expert:Β Capacity building, networks and outreach officer
The expert will be responsible the component βStrengthening of the internal communication and coordination capacityβ, establishing and managing the EU communicators network. S/he will be responsible for devising as well as implementing training sessions on communication, PR and visibility issues envisaged under the project for the network. S/he will also be responsible for building the outreach component, especially establishing the network of EU contact points/communicators at local level. In addition to the coordination tasks, the expert will help municipalities,and in particular the 5 pilot municipalities, to communicate the EU better to their citizens, devise, plan, implement and evaluate their campaigns and other communication/information activities.

Β·Β Bachelorβs degree - where a university degree has been awarded on completion of three or more years of study in a university or equivalent institution or alternatively minimum 3 years of professional experience in communication, advertising, marketing, journalism, PR, languages or similar, in addition to the years of experience required under βgeneral professional experienceβ.
Β·Β Proficiency in the local language and in English
Β· Minimum 5 years of relevant professional experience in media/communication.Β

Β· Minimum 3 years of experience in event organisation and/or communication campaign implementation;
Β· Experience in organising large scale (minimum 100 people) outdoor or indoor events, including knowledge of requirements, authorisations and procedures;
Β· Experience in the provision of training in the field of public relations/media/communication;
Β· Previous experience in organising visibility communication campaigns/events of EU-funded projects, EU institutions or local prominent institutions promoting European integration process will be considered an asset;
Β· Proven networking skills will be considered as an asset.;
Β· Experience of conducting trainings and strengthening the capacities of municipalities will be considered as an asset.
This is a part-time position, with an engagement planned fromΒ mid-November to 31 August, with a total input ofΒ 120 working daysΒ and anΒ expert fee of 90 euros per day.
