The OSCE Mission to Montenegro provides assistance to the host country to institute reforms, and in further strengthening democratic development in line with the OSCE’s commitments and principles. In accordance with its mandate, the Mission works with the national and local authorities, civil society and media in the following areas: election administration reform, parliamentary reform, combatting corruption and organized crime, law enforcement and security sector reform, building media professionalism, promoting economic development and environmental protection. The Security Co-operation and Governance (SCOG) Programme focuses its work in the domain of strengthening a transparent, responsive and accountable security and public safety sector, in line with the OSCE politico-military commitments and in close co-operation with the Ministry of Interior (MoI), Ministry of Defence (MoD) and Police Directorate (PD) of Montenegro.
The Programme supports the MoI in implementing Security Sector legislation and strategies in line with the international standards. Furthermore, the Programme focuses its work on combatting serious organized crime and corruption, Police professionalization, fighting Trafficking in Human Beings (THB), environmental crime and Small Arms and Light Weapons (SALW). In response to the rising threat of illicit trafficking and misuse of SALW in Montenegro, the Mission will support the MoI in strengthening SALW control via Extra-budgetary (ExB) Project. This Project aims to enhance the Ministry’s capacity to detect, deactivate and prevent illegal use of SALW, ammunition and explosives. It focuses on two key areas: a) improving the operational and legislative capacity of the Police K9 Units to detect illicit weapons and explosives and b) developing and implementing a legal framework for the deactivation and oversight of SALW. The Project promotes gender inclusion in both fields and is aligned with the national and regional SALW strategies, contributing to the achievement of the relevant UN Sustainable Development Goals.
Tasks And Responsibilities
Under the direct supervision of the Security Co-operation and Governance Programme Manager (S2) and second level supervision of the Deputy Head of Mission/Programme Co-ordinator (DHoM), the incumbent's responsibility is to develop, implement and administer the ExB Project by carrying out a range of operational activities and conceptual analyses essential for the formulation, execution and evaluation of the ExB Project objectives. This includes responsibility for the Project deliverables, supervision of the two local ExB Project team members, oversight of the external Experts/Consultants as well as co-ordination and negotiation with the key partners. The role also involves applying strong organizational, administrative and subject-matter knowledge to support the SCOG Programme Manager, the SCOG team members, the Mission’s senior management and stakeholders in the effective implementation of the Project activities aimed at strengthening the capacities of the Montenegrin Ministry of Interior to reduce, prevent and counter illicit trafficking and misuse of SALW, ammunition, and explosives, thus, contributing to the transparent, inclusive and participatory governance in line with the OSCE standards. More specifically:
- Leads and co-ordinates the day-to-day management and implementation of the ExB Project across all phases of the project cycle. This includes designing and executing project activities, facilitating timely delivery and ensuring compliance with the approved Project proposal, timeline, budget and the relevant OSCE and donor rules and regulations. Ensures alignment with the national and sectoral priorities, as well as complementarity with the relevant Unified Budget (UB) activities;
- Locates, analyzes and synthesizes data and background documentation relevant to the Project’s objectives (including Small Arms and Light Weapons control), providing input for the Project formulation. Leads needs assessments and contributes to the design and continuous refinement of the Project outputs and activities, including budget forecasting and development of implementation modalities;
- Conducts regular monitoring, reporting and rigorous evaluation of the Project activities. Tracks implementation progress, assesses impact (e.g. through pre- and post-assessments), identifies challenges and recommends corrective actions to ensure timely and efficient delivery. Drafts and updates all the necessary narrative and financial reports, background notes, risk assessments, logical frameworks and donor reporting documentation;
- Maintains proactive communication and co-ordination with national authorities (specifically the Ministry of Interior and the Police Directorate of Montenegro), civil society and international community to ensure clarity of the Project goals and foster collaborative implementation. Negotiates Project formulation and implementation arrangements with governmental counterparts, donors and implementing partners (if any);
- Oversees work of external Experts/Consultants, implementing partners (if any), and vendors. Supervises the assigned Project team members and ensures effective scheduling, logistics and communication for all the Project related activities. Develops internal arrangements, workflows and schedules to optimize Project performance in consultation with technical and administrative units;
- Organizes and conducts internal and external briefings, debriefings and presentations on the Project’s development, including regional and thematic relevance. Contributes to the Mission’s strategic communications, knowledge management and visibility efforts related to the Project.

Necessary Qualifications
- First-level university degree in political science, security studies, public policy, other social sciences or a related field;
- A recognized project management certification would be considered an asset;
- Minimum of four (4) years of relevant professional experience, preferably in an international setting, with a focus on project management related to Small Arms and Light Weapons (SALW);
- Proven experience in project management, support and staff supervision, including proficiency in strategic development, project planning, implementation, monitoring, reporting and evaluation;
- Excellent understanding of policy matters related to SALW/SCA management in Montenegro;
- Experience in working with the host country authorities, civil society and other relevant international partners;
- Demonstrated experience in planning, implementing and managing donor-funded projects;
- Strong communication, presentation and public speaking skills, with the ability to draft clear, concise reports and effectively convey complex information to diverse audiences;
- Excellent understanding of the political landscape and organizational structure in Montenegro, with specific knowledge of the security sector, including key institutions, policies, and stakeholders;
- Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
- Professional fluency in English and local languages with excellent communication (both oral and written) skills;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package
Monthly remuneration, subject to social security deductions, is EUR 2,533. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
