NTU International A/S is leading a consortium for the implementation of the EU funded project called: Social and affordable housing advisory support to 5 Croatian cities and is searching for experts to support the core team during the implementation of this project.
The main objective of this assignment is to provide support to the local authorities of Zagreb, Split, Rijeka, Osijek and Varazdin for the development of their affordable and social housing sector.
Duration: The intended start date is February/March 2025 and the period of implementation of the Assignment will be 12 months from this date.
Location: The Services will be performed from Croatia and from the Service Provider’s own professional premises.
Key Expert: Housing Policy and Economics Expert (Cat. II)
☝️ Qualifications and skills:
- At least a Bachelor’s Degree in a relevant field for the Assignment such as economics, finance, urban development, regional development (Minimum requirement).
- A Master’s Degree would be an advantage.
- Fluency in English (CEFR C1) is mandatory.
- Fluency in Croatian is an advantage.
☝️ General professional experience:
- At least 10 years of general professional experience in the area of housing, which shall encompass developing and implementing housing policies, developing housing financing programmes, preparing housing projects (Minimum requirement)
☝️ Specific professional experience:
- At least 5 years of advisory and/or delivery experience on housing policy/projects (Minimum requirement).
- Specific knowledge and experience of public housing policy and implementation challenges. (Minimum requirement)
- Experience related to multi-criteria analysis in at least 3 projects completed in the last 5 years (Minimum requirement)
- Understanding of a range of housing delivery models from across Europe (Minimum requirement).
- Experience of undertaking Cost-Benefit Analysis on social and affordable housing projects (Minimum requirement).
- Experience of partnership models (e.g. PPP or others) in the social infrastructure sector and/or the social and affordable housing sector. (Advantage)
- Experience in at least 2 social and affordable housing projects developed in other European countries. (Advantage)
